Description

The Deputy Court Administrator- MDJ acts as a liaison between the President Judge (PJ) and the 15 Magisterial District Judges (MDJ), Night, Central, and Housing Court Offices in Dauphin County, and between the PJ and the Administrative Office of Pennsylvania Courts (AOPC). This position informs MDJs, and their staffs of rule changes and ensures proper accounting and safekeeping of County property at MDJ courts. In addition, the incumbent forwards statistical summaries to the AOPC and reports to the PJ or the District Court Administrator (DCA).

Primary Duties

  • Oversees the operation and efficiency of 15 MDJ offices, Night, Central, and Housing Courts.
  • Prepares and administers the annual budget; directs payment of all utility and equipment maintenance expenses. Negotiates leases for real estate. Authorizes purchase orders for furniture, equipment, and services for the various MDJ sites.
  • Supervises a staff of 85 in the administrative office, Night, Central, and Housing Courts.
  • Communicates AOPC’S administrative procedures; monitors and reports MDJ compliance to it.
  • Collects statistical data for AOPC and the President Judge.
  • Reviews and authorizes appropriate MDJ requests for equipment; ensures accurate inventories and equipment maintenance.
  • Receives, reviews, responds, and, if applicable, forwards to proper authority complaints/comments/suggestions received from interested persons.
  • Acts as liaison between the County Commissioners and MDJs.
  • Ensures assignment of senior MDJs as needed.
  • Oversees the preparation of orders regarding venue changes, assignments, availability of issuing authorities, and recusals.
  • Prepares Night Court/Central Court schedules and continuing education for the MDJs. Coordinates training for MDJ staff.
  • Undertakes special projects and reports when needed.

Minimum Qualifications

  • Bachelor’s degree in Judicial, Business, or Public Administration, or a closely related field; AND
  • Three years of experience in court management or four years of finance and human resource experience in a professional setting.
  • An equivalent combination of education, experience, and/or training may be considered.

Additional Requirements/Preferences

  • Knowledge of the principles and practices of court and public administration.
  • Understanding of the structure and rules of state and county government in Pennsylvania.
  • A satisfactory criminal background check is required.
