Description

This position manages and administers the day-to-day operations of all departments of the Criminal Division of the Allegheny County Court of Common Pleas. This includes oversight of Adult Probation, Pretrial Services, the Behavior Assessment Unit, and the Criminal Division Clerical Staff. The position coordinates activities with other criminal justice agencies, especially those that work daily with the criminal division including the Department of Court Records, the Allegheny County Jail, the Allegheny County District Attorney’s Office, the Office of the Public Defender, and other agencies. This is a high-level administrative position involving the supervision of over 300 employees.

Primary Duties

  • Management of the Criminal Division. This includes preparation of budgets, hiring and managing staff, and employee human resources coordination.
  • Operational oversight of assigned areas including caseflow management, data collection and analysis, scheduling, and strategic planning efforts. Develop and implement policies, procedures, and protocols to improve operations and present proposals to the Administrative Judge.
  • Oversee daily operations of Adult Probation, Criminal Division, Behavior Assessment Unit and Pretrial Services. Ensure effective and efficient operation of all areas.
  • Undertake all assignments given by the Administrative Judge and the District Court Administrator.
  • Assist in responding to inquiries from employees, the public, other agencies, and the media regarding the operation of the Criminal Division.
  • Represent the Administrative Judge of the Criminal Division and/or the District Court Administrator at various functions or meetings involving matters relating to the operation of the Criminal Division.
  • Prepare budget and oversee expenditures; recommends purchasing of supplies, capital improvements.
  • Develop and implement appropriate court policies and procedures to comply with best practices in Criminal Justice.
  • Communicate with judicial officers, bar members and other court-related entities to guarantee compliance with and understanding of established court policies and to obtain feedback on administrative and procedural matters.
  • Actively participate in relevant professional associations to ensure use of best practices in Allegheny County.
  • Participate in internal and external workgroups and studies related to criminal justice. Identify, apply for, and manage grants supporting the Division.

Minimum Qualifications

  • Bachelor’s degree in Judicial, Business or Public Administration, or closely related field, PLUS,
  • Five years of experience in court management or eight years of varied office management work including experience in budgeting, procurement, and human resource management, or
  • Any equivalent combination of experience and training.

Additional Requirements/Preferences

  • A Juris Doctor degree and admission to the Bar of the Supreme Court of Pennsylvania preferred.
  • Satisfactory criminal background check required.
