Description

This professional management position is responsible for directing the day-to-day operation and administrative functions of Blair County’s Court of Common Pleas and its minor judiciary.

Primary Duties

  • Prepares and administers civil and criminal trial calendars.
  • Acts as liaison with judges, attorneys, court-related offices, and the general public.
  • Oversees Masters, Hearing Officers and mediators, Jury, total arbitration, and Protection from Abuse processes.
  • Recruits, hires, trains, evaluates, and monitors court administration staff, and per diem and hourly employees.
  • Manages caseflow for civil, criminal, and family.
  • Establishes and administers yearly court calendar for all judges.
  • Prepares, submits, and manages court budget.
  • Prepares AOPC and court reports.
  • Develops more effective methods for court functioning, including caseflow, time standards, and calendaring.
  • Procures supplies and services for the court.
  • Manages court facilities and equipment, including advanced communication technology (ACT) in the courtrooms.
  • Determines court-appointed counsel.
  • Participates on various court-related committees.
  • Assists President Judge in oversight of court leaders and departments.
  • Prepares and monitors the Magisterial District Judge (MDJ) budgets.

Minimum Qualifications

  • Bachelor’s degree in Judicial, Business, or Public Administration, or closely related field; AND
  • Three years of professional-level experience in court management or four years of varied office management work including professional-level experience in budgeting, procurement, and human resources management.
  • An equivalent combination of education, experience, and / or training may be considered.
